This bill requires rental property providers (both residential and commercial) to offer and maintain rent payment plans for eligible tenants who experienced financial hardship during the COVID-19 public health emergency, specifically for the period between March 11, 2020, and July 25, 2022. These payment plans must have a minimum term of one year, allow equal monthly installments, waive any fees or penalties, and not negatively impact the tenant's credit reporting. Eligible tenants include those who notified their provider of an inability to pay rent due to COVID-19, are not franchisees (unless owned by a District resident), and lease residential or small commercial properties (less than 6,500 square feet). Providers must approve payment plans for tenants who demonstrate financial hardship and agree to make payments, and they cannot file eviction or collection lawsuits during this period if a payment plan is offered and followed. Tenants who are denied a payment plan can file complaints with relevant authorities, and the payment plans cannot require lump-sum payments or waive the tenant's existing rights. The bill is an emergency act, meaning it will remain in effect for no more than 90 days after approval by the Mayor.
