This bill establishes a new special disability rights and support license plate in Minnesota that vehicle owners can obtain by meeting specific requirements. To qualify, an applicant must own a passenger automobile, pickup truck, motorcycle, or recreational vehicle, pay the standard special plate fee and registration tax, and contribute at least $30 annually to a new disability rights and support account. The license plate will be designed in consultation with groups serving people with intellectual and developmental disabilities and will include the inscription "Disability Rights since 1950." Vehicle owners can transfer these special plates to another qualifying vehicle registered to the same person for a $5 transfer fee. The contributions collected will be deposited into a special revenue fund and will first cover administrative costs, with remaining funds distributed to The Arc Minnesota, a nonprofit organization that supports people with disabilities. The funds will help further the organization's mission of providing community and direct support services for individuals with disabilities. The bill will take effect on January 1, 2026.
