This bill establishes a comprehensive framework for allowing permitted and trained school staff to carry firearms on school grounds. The legislation creates a voluntary active shooter firearm training program administered by the Bureau of Criminal Apprehension, which will offer free training to teachers and employees from public elementary, middle, and secondary schools, charter schools, and postsecondary institutions. To be eligible for the training and a new "school permit to carry," participants must already have or simultaneously obtain a permit to carry and complete the specialized active shooter training within one year. The bill amends existing statutes to explicitly permit school staff with a school permit to carry firearms on school property, which would otherwise be prohibited. The school permit to carry is valid for one year and requires a background check, with the sheriff's office able to charge a processing fee up to $100. Importantly, the bill maintains that schools and employers can still establish some policies regarding firearm possession, but cannot prohibit lawful carry in parking areas.
