This bill provides emergency foreclosure protections for District of Columbia homeowners who applied for financial assistance through the DC Homeowner Assistance Fund (DC HAF) before September 30, 2022. Specifically, the bill prevents residential foreclosures, property sales, and redemption right foreclosures for homeowners whose DC HAF applications are still under review, pending approval, pending payment, or under appeal. The legislation requires mortgage lenders, condominium associations, homeowners associations, and tax sale purchasers to send comprehensive foreclosure warning notices that inform homeowners about the DC HAF program and its potential to cure housing debts. These notices must be sent via postal and electronic mail, detailing the specific type of debt owed and, before September 30, 2022, explaining the deadline to apply for assistance. The Mayor is mandated to ensure timely documentation for applicants and to publish editable sample warning notices. Additionally, the bill requires the Mayor to make every effort to process DC HAF payments quickly for qualified homeowners. The act is designed to provide temporary relief for homeowners impacted by the COVID-19 public emergency and will apply as of October 16, 2024, remaining in effect for up to 90 days as an emergency measure.
