This bill establishes a statewide pilot program for electroencephalogram combined Transcranial Magnetic Stimulation Treatment (eTMS) specifically designed to support veterans, first responders, and their immediate family members. The program will focus on treating a wide range of conditions including substance use disorders, mental illness, sleep disorders, traumatic brain injuries, sexual trauma, posttraumatic stress disorder, concussions, and other brain-related performance issues. The Department of Military and Veterans Affairs will select a provider with experience serving veteran and first responder populations, who will create both in-person and off-site care networks to provide statewide access. The selected provider must establish a clinical practice that includes a peer-to-peer support network, comprehensive neurophysiological monitoring, counseling, and wellness programming. The treatment will use personalized stimulation frequencies based on individual EEG measurements and motor threshold testing. The provider is required to collect detailed data and submit a comprehensive report by September 15, 2026, to government oversight committees, including bio-data metrics and expenditure details. The goal is to offer innovative, personalized treatment options for individuals who have experienced complex medical and psychological challenges related to military or first responder service.
