This bill amends existing law to remove registration and transfer fees for motor vehicle license plates designated for recipients of the United States Army Distinguished Service Cross (DSC), a high military honor awarded for extraordinary heroism in combat. Currently, recipients must pay a $5 transfer charge when obtaining these special plates, but the proposed legislation would eliminate this fee. The special DSC license plates will continue to feature the words "Distinguished Service Cross" and an insignia, and they can still be transferred to a surviving spouse upon the original recipient's death. The provision will take effect on January 1, 2026, giving state motor vehicle administrators time to update their processes and systems to implement the fee waiver. By removing these fees, the bill aims to provide a cost-free way for distinguished military veterans to display recognition of their significant service and heroism.
