This bill grants David M. Sturtz, a current village of Liverpool police officer, retroactive retirement service credit for his period of employment with the Onondaga County Sheriff's Department from October 14, 2002, to April 12, 2011. Specifically, the bill allows Sturtz to transfer his service credit from the New York State and Local Employees' Retirement System to the New York State and Local Police and Fire Retirement System (NYSLPFRS), even though deputy sheriff service is not typically creditable in a twenty-year police retirement plan. To receive this benefit, Sturtz must file a request with the state comptroller within one year of the act's effective date and first submit an application to transfer his retirement system membership. The Village of Liverpool will bear all past service costs associated with this action, including an estimated immediate past service cost of approximately $233,000 and an anticipated increase of about $2,000 in annual contributions for the fiscal year ending March 31, 2026. Sturtz will not be allowed to receive a refund of any employee contributions he previously made to the employees' retirement system.
