This bill amends the Office of the Deputy Mayor for Public Safety and Justice Establishment Act to enhance the requirements and training for Safe Passage and Safe Blocks personnel (known as Safe Passage Ambassadors) who help ensure student safety around schools. The bill mandates that these ambassadors must participate in two mandatory meetings per year with school administrators for the routes they serve. Additionally, the bill establishes comprehensive training requirements, including quarterly bystander intervention training focusing on conflict resolution and de-escalation, annual cultural competency training addressing various forms of potential bias, annual training on mental health and neurodivergence to help ambassadors interact positively with students, and annual training on recognizing signs of abuse and violence. These trainings will be developed in consultation with the Office of the State Superintendent for Education and school administrators, and will be administered by the Deputy Mayor. The bill will become applicable once its fiscal impact is included in an approved budget and financial plan, and it will take effect after mayoral approval and a 30-day congressional review period.
