This bill establishes a waiver program for domestic violence residential programs that allows victims to stay in shelters for longer than the standard 180-day maximum period. Under the current law, domestic violence victims can stay in a shelter for up to 90 days with two possible 45-day extensions. The new bill creates a process where residential programs can apply to the Office of Children and Family Services for a waiver to extend a victim's stay by an additional 90 days when circumstances prevent them from finding safe alternative housing. To request a waiver, the residential program must submit a written email request to the social services district, describing the circumstances necessitating the extended stay, the requested length of the extension, and how the extension might impact the program's ability to provide services. The Office of Children and Family Services must review and respond to waiver requests within two business days, and if approved, the social services district must provide reimbursement for the entire extended stay period. The bill aims to provide more flexibility and support for domestic violence victims who need additional time to secure safe housing and stabilize their lives.
