This bill requires the Maine Community College System to develop and offer comprehensive emergency medical services (EMS) training courses by September 1, 2026, aimed at preparing EMS personnel under state licensing requirements. The training must be provided at no cost to participants and will cover both basic and advanced emergency medical treatment, meeting or exceeding state and national licensing standards. Courses will be offered in multiple accessible formats, including in-person, online, and hybrid options. The system is also mandated to study the potential development of accredited EMS degree programs, which would also be free to participants. Additionally, the system must collaborate with the EMS Board, state agencies, local governments, and private sector stakeholders to develop these training programs and seek potential grants or equipment donations. Starting January 1, 2027, the system will be required to submit annual reports detailing participant enrollment, licensing completion rates, the impact on emergency medical services in Maine, and any challenges or recommendations for improvement. Importantly, all these initiatives will be implemented using the system's existing budgetary resources, without requiring additional funding.
