This bill proposes a constitutional amendment to allow for the expansion and improvement of the Mount Van Hoevenberg Olympic Sports Complex in Essex County, New York. Specifically, the bill would authorize the construction, operation, and maintenance of Nordic skiing and biathlon trails on approximately 323 acres of forest preserve land within the 1,039-acre complex, with the goal of meeting international standards for global competitions, training, and events. As a critical offset to using forest preserve land, the state would be required to acquire at least 2,500 acres of forest land elsewhere in the Adirondack Park for incorporation into the forest preserve. The legislature would need to verify that the newly acquired lands are equal to or greater in value than the land used for the Olympic sports complex.
