Bill Summary
This bill requires the State Compensation Commission to submit a report by December 1st of every year to the Chief Justice of the Supreme Judicial Court and to the joint standing committees of the Legislature having jurisdiction over judiciary matters and appropriations and financial affairs detailing the average salaries as of June 30th of the prior year of justices and judges in the other New England states. The joint standing committee of the Legislature having jurisdiction over appropriations and financial affairs is required to, if necessary, report out a bill based upon the report proposing that, effective at the beginning of the fiscal year following the date of the report the salaries of the Chief Justice of the Supreme Judicial Court, the Associate Justices of the Supreme Judicial Court, the Justices of the Superior Court and the Judges of the District Court are greater than or equal to 80% of the average salaries detailed in the report for the analogous categories of justices and judges in the other New England states.
AI Summary
This bill requires the State Compensation Commission to calculate and report on the average judicial salaries across other New England states (Connecticut, Massachusetts, New Hampshire, Rhode Island, and Vermont) annually by December 1st. The commission must calculate average salaries for chief justices, associate justices, and trial court judges in those states as of June 30th each year, and submit a detailed report to the Chief Justice of the Supreme Judicial Court and relevant legislative committees. The bill mandates that if the salaries of Maine's Chief Justice, Associate Justices, Superior Court Justices, and District Court Judges are less than 80% of the average salaries of comparable judicial positions in other New England states, the legislative committee on appropriations and financial affairs must propose a bill to adjust their compensation. Importantly, this does not limit the judicial branch's ability to make its own compensation recommendations, and the Chief Justice must indicate how any recommended salary adjustments compare to the calculated averages. The goal of the bill is to ensure that Maine's judicial salaries remain competitive with those in neighboring states.
