This bill authorizes the commissioner of administration to transfer several parcels of state-owned property in Caddo Parish, Louisiana, to specific recipients while explicitly reserving the state's mineral rights. The bill covers four main property transfers: first, a 0.696-acre dried lake bed parcel below the 173.09-foot contour to Jeremy Lance Evans and Karen A. Evans; second, a 1.5-acre dried lake bed parcel below the 173.09-foot contour to Bruce Hamill Weaver III; third, multiple lots in the Salisbury Park and Samford Place Subdivisions to the Louisiana State University (LSU) Health Sciences Center Shreveport; and fourth, the same set of lots to the LSU Health Sciences Foundation Shreveport. For each transfer, the bill authorizes the commissioner of administration (and in some cases, the secretary of the Department of Transportation and Development) to enter into agreements and execute documents necessary to complete the transfers, with the transfers to be made in exchange for consideration proportionate to the property's appraised value.
