This bill establishes the Youth Homelessness Guaranteed Income Pilot Program, a three-year initiative designed to provide comprehensive support to homeless youth aged 18-30. The program will create a database of homeless individuals and randomly select up to 105,000 participants, with approximately half receiving monthly cash payments of at least $1,400 or the fair market rent for a two-bedroom home in their area. In addition to cash assistance, participants will receive various support services including housing navigation, financial coaching, workforce development, educational support, and tenant rights education. A key goal is to study the impact of direct cash transfers on housing outcomes, participants' economic and health well-being, and potential strategies for reducing homelessness. The bill establishes a National Youth Economic Advisory Council to help design and oversee the program, with a focus on serving historically marginalized communities. Notably, the program payments will not count against participants' eligibility for other federal benefits, and the study will evaluate the potential for expanding similar cash transfer programs in the future. The findings aim to address systemic barriers faced by young people, particularly youth of color, in accessing stable housing and economic opportunities.
