The bill modifies existing state laws to accommodate this new flexibility, including provisions for prorating registration fees and taxes based on the elected month. The registration fee for an initial period less than a full year will be calculated as one-twelfth of the annual fee multiplied by the number of full months until expiration. The bill also updates the vehicle registration application to include a field for owners to indicate their chosen renewal month. Additionally, the legislation allows the Division of Motor Vehicles to send renewal notices via email with the vehicle owner's consent. The changes will become effective on January 1, 2026, and will apply to vehicle registration applications from that date forward, giving vehicle owners more control over their registration renewal timing.
