The funding, which will be allocated through the Office of State Budget and Management for the 2025-2026 fiscal year, is intended to help the YMCA complete a $15 million project that will create a 50,000 square foot facility on 10 acres. The expanded facility is expected to increase the YMCA's capacity by adding 6,000 new members, growing child care enrollment by 50%, and providing water safety lessons to all 2nd grade students in New Hanover County. The bill represents a public-private partnership, with over half of the project's funding already secured, and represents an exception to standard budgeting procedures as specified in G.S. 143C-5-2. The act will become effective on July 1, 2025.
