AI Summary

This bill provides $2 million in nonrecurring state funds from the General Fund to the Salvation Army of Cape Fear for constructing the Corps Community Center in Wilmington during the 2025-2026 fiscal year. Despite existing budget restrictions outlined in G.S. 143C-5-2 (a state budget regulation), the bill specifically appropriates these funds as a grant to support the construction of a new community center. The proposed center aims to serve at-risk communities in eastern North Carolina by offering after-school tutoring, business training, recreational opportunities, and emergency shelter coordination with New Hanover County Emergency Management during hurricanes. The project is part of a larger $17.5 million Build Hope Capital Campaign, with nearly 75% of funding already secured through a public-private partnership. The bill will become effective on July 1, 2025, enabling the Salvation Army, which has served the Wilmington area for over 135 years, to complete its community center project benefiting residents of New Hanover, Columbus, Brunswick, Bladen, and Pender Counties.
