This bill amends North Carolina's civil procedure and state funding statutes to impose new restrictions on gender transition-related medical services. The bill extends the statute of limitations for legal actions related to gender transition procedures, allowing individuals to file lawsuits up to 10 years after reaching the age of 18, and explicitly prohibits medical professionals from contractually waiving liability for such services. Additionally, the bill restricts the use of state funds for gender transition procedures, preventing state money from being used to perform surgical gender transition procedures, provide puberty-blocking drugs or cross-sex hormones to minors, and extends this prohibition to prisoners in the state prison system. The legislation includes a severability clause, meaning that if any part of the act is found invalid, the remaining provisions can still be enforced.
