This bill creates new consumer protections and regulations for live event ticket sales and resales in North Carolina. The legislation establishes definitions for key terms like "entertainment event," "ticket issuer," and "secondary ticket exchange," and introduces several key provisions to enhance transparency and fairness in ticket sales. Ticket sellers (including primary and secondary market platforms) must now clearly disclose the total ticket price, including all mandatory fees, at the beginning of a ticket purchase session and cannot increase that price during the transaction. The bill prohibits ticket issuers from restricting a ticket purchaser's ability to resell tickets independently or on their preferred secondary exchange, and prevents ticket issuers from sanctioning or discriminating against customers who resell tickets. Additionally, the law mandates that electronic tickets be delivered within 72 hours of purchase (or sooner if the event is imminent) and restricts secondary ticket exchanges from using website addresses that include the event, performer, or venue name. Venues retain the right to set ticket purchase limits and create nontransferable tickets for specific circumstances like private events or discounted tickets for select groups. Any violations of these provisions will be considered unfair trade practices subject to existing enforcement mechanisms. The law is set to take effect on October 1, 2025.
