This bill modifies the statute of limitations for personal actions involving sexual assault or sexual abuse, specifically for cases where the victim was an infant at the time of the alleged acts. Under the proposed changes, victims can bring personal actions against perpetrators within 18 years after reaching the age of majority or within four years after discovering the sexual assault or sexual abuse, whichever is longer. The bill also allows similar timeframes for actions against persons or entities that aided, abetted, or concealed such abuse. Additionally, the bill includes a new exception for actions brought against entities with insurance coverage under Chapter 29, Article 12 of the state code. The bill removes language from a previous amendment that was intended to retrospectively extend the statute of limitations for all actions. For other personal actions not related to sexual assault or sexual abuse, the existing provision remains that such actions can be brought within a specified timeframe after the person reaches full age or becomes sane, but in no case more than 20 years after the right to action accrues.
