This bill requires school committees in Massachusetts to establish LGBTQIA+ (Lesbian, Gay, Bisexual, Transgender, Queer, Intersex, Asexual, or another identity on the Queer spectrum) parent advisory councils in every city, town, and school district. These councils will be open to LGBTQIA+ parents, parents of LGBTQIA+ children, and other interested parties. The councils will have several key responsibilities, including advising school committees on matters related to LGBTQIA+ students' education and safety, meeting regularly with school officials to participate in program planning and evaluation, and reviewing school and district improvement plans. School committees and charter school boards must meet with these advisory councils at least annually upon request. The councils will create their own operational by-laws and receive administrative support from school committees without charge. The Massachusetts Department of Elementary and Secondary Education is tasked with creating necessary regulations to implement the bill, which is set to take effect on January 1, 2027. This legislation aims to provide a structured way for LGBTQIA+ parents and stakeholders to have input into school policies and programs that affect LGBTQIA+ students.
