This bill provides the town of Hanson with enhanced enforcement mechanisms for building and permitting compliance. Specifically, the town's building inspector, planning board, or zoning board (collectively referred to as the "licensing authority") can now deny, revoke, or suspend any local license or permit if the applicant has failed to complete or comply with conditions of approval for previous projects in the town. The licensing authority must provide written notice within 14 days of such a decision and grant the applicant a hearing. The bill allows applicants to enter into agreements with limitations on their licenses, potentially including bonds or escrow arrangements, and provides a mechanism for compliance. The board of selectmen can waive a denial, suspension, or revocation if there is no direct business interest by the property owner or their immediate family in the property. The bill explicitly excludes certain types of licenses from these provisions, such as open burning permits, bicycle permits, charitable sales permits, work permits for children, and various other specific license types. Any findings made during this process are intended to be specific to the current proceeding and not admissible in other legal proceedings, except for potential appeals.
