Specifically, when a parent has an action plan related to their substance use disorder, the Department of Children and Families (referred to as "the department") must allow the parent to help create and direct their own plan, meeting with them before finalizing it. The bill requires the department to include a list of available and accessible resources in the action plan and, when parenting time is restricted, to outline clear, objective standards the parent can meet to potentially increase their time with their children. Parents with substance use disorders would be allowed to have a recovery coach or licensed alcohol and drug counselor present during department meetings. If a parent has maintained recovery for at least 6 months, the department may permit family counseling, provided it is in the best interests of the child. Additionally, the bill mandates that all department employees receive comprehensive training on substance use disorders, including training from professionals with personal lived experience in recovery. These provisions aim to create a more supportive, collaborative approach to helping parents with substance use disorders maintain and rebuild their family relationships while prioritizing child welfare.
