Bill Summary

AN ACT IN THE COUNCIL OF THE DISTRICT OF COLUMBIA To amend, on an emergency basis, the Department of For-Hire Vehicles Establishment Act of 1985 to authorize the Department of For-Hire Vehicles to enforce traffic laws against carrier-for-hire vehicles; and to amend the the Migrant Services and Supports Extension Temporary Amendment Act of 2024 by providing that it shall expire 450 days after taking effect.

AI Summary

This bill amends the Department of For-Hire Vehicles (DFHV) Establishment Act to expand the department's enforcement authority to include carrier-for-hire vehicles, which are defined as a network of private operators providing delivery of parcels, food, or beverages in the District for compensation. The bill broadens the DFHV's responsibilities by authorizing vehicle inspection officers to enforce laws and regulations for carrier-for-hire vehicles, including conducting traffic stops under specific protocols. The legislation also updates training requirements for inspection officers to include carrier-for-hire vehicles and adjusts restrictions on traffic stops to cover carrier-for-hire vehicles transporting parcels, food, or beverages. Additionally, the bill modifies the Migrant Services and Supports Extension Temporary Amendment Act by extending its duration from 225 to 450 days. As an emergency amendment, this act will take effect upon mayoral approval and remain in effect for up to 90 days, which is standard for emergency legislation in the District of Columbia.
