This bill establishes several new provisions related to English Learner (EL) education and teacher professional development in Minnesota. The bill creates a voluntary administrative microcredential for English Learner program directors and coordinators, and requires the Professional Educator Licensing and Standards Board to adopt rules mandating that teachers renewing their licenses complete at least five hours of professional development training every five years focused on the benefits of multilingualism and multiculturalism. The bill also introduces voluntary microcredentials for teachers in specific content areas (communication arts and literature, math, science, and social studies) who work with English Learners, allowing them to demonstrate mastery of best practices for teaching EL students. Additionally, the bill adjusts English Learner program funding, including increasing revenue allowances and requiring districts to calculate and report their ratio of English Learner students to staff, with a requirement to develop a plan if that ratio exceeds 35:1. To support these initiatives, the bill appropriates funds for rulemaking and includes provisions for implementing a Multitiered System of Support (MTSS) framework and Collaborative Minnesota Partnerships to Advance Student Success (COMPASS) school improvement model, with funding for various support activities and grants to school districts and educational cooperatives.
