This bill authorizes the Louisiana commissioner of administration to transfer and convey certain state-owned property located in Webster and Bienville Parishes, with specific provisions for different land parcels. The bill covers three main property transfers: first, approximately 1,400 acres of dried lake bed areas above the current ordinary high water mark and below the 148.6 foot contour line (using the NGVD29 elevation datum) in multiple sections of Townships 16 and 17; second, three small tracts of land totaling about 0.81 acres to Mark Alan Dean and Amy Redden Dean; and third, two tracts of land totaling about 0.84 acres to Mark Jason Woods and Jennifer Michelle Woods. In all cases, the state will retain mineral rights, and the transfers will be made in exchange for consideration proportionate to the property's appraised value. The commissioner is authorized to enter into necessary agreements and execute documents to complete these transfers, notwithstanding any other existing legal provisions. The bill will become effective upon the governor's signature or after the constitutionally prescribed period for bill approval.
