This bill establishes the State Action Poultry Flock Depopulation Grant Program within the Department of Finance and Administration, which will provide financial assistance to poultry growers whose flocks were depopulated (eliminated) by the state. The program will allow poultry growers who have had their flocks mandatorily destroyed to apply for grant funds, including those whose flocks were depopulated prior to the bill's effective date. The Secretary of the Department of Finance and Administration will administer the program and is required to develop rules specifying how poultry growers can submit documentation proving their loss and how grant funds will be distributed. The bill mandates that the department must file initial rules with the Secretary of State by January 1, 2026, or as soon as practicable after receiving legislative approval, and must file proposed rules with the Legislative Council sufficiently in advance to allow for review and approval before the January 1, 2026 deadline.
