This bill modifies Minnesota's medical assistance managed care contract regulations by introducing a new verification of coverage requirement for managed care and county-based purchasing plans. Starting January 1, 2026, the state will withhold 2% of capitation payments (monthly per-person payments to health plans) for each medical assistance enrollee, contingent upon the plan obtaining a signed verification of coverage form from each enrollee by February 28, 2026. The form, to be developed by the commissioner, will require the enrollee's name, street address, and plan selection, with a signature attesting to the information's accuracy. If a plan fails to submit a completed form for an enrollee, the state will: (1) permanently withhold the 2% payment for that enrollee, (2) stop making capitation payments for that enrollee starting in April 2026, and (3) disenroll the enrollee from medical assistance, subject to potential appeal. This change is part of ongoing efforts to improve administrative oversight and ensure accurate enrollment in state medical assistance programs, building upon existing provisions that already allow for performance-based payment withholdings.
