This bill introduces new regulations on large-capacity ammunition magazines in North Carolina, defining such magazines as those capable of holding more than 10 rounds of ammunition or more than eight shotgun shells. The legislation makes it unlawful to manufacture, sell, purchase, transfer, or possess these large-capacity magazines, with penalties ranging from a Class 2 misdemeanor for a first offense to a Class 1 misdemeanor for subsequent violations. If a large-capacity magazine is possessed during the commission of a felony, it becomes a Class I felony. The bill provides several exceptions to these restrictions, including for military and government entities, manufacturers selling to specific authorized buyers, and law enforcement. Individuals who lawfully possessed large-capacity magazines before the law's effective date have 180 days to either modify the magazine to hold 10 or fewer rounds, surrender it to local law enforcement or the State Bureau of Investigation, or transfer it to an out-of-state entity or licensed gun dealer. The law is set to become effective on December 1, 2025, and will apply to offenses committed on or after that date, giving gun owners and manufacturers time to comply with the new regulations.
