This bill provides for the dissolution of the El Milagro Management District, which was originally created by the Texas Commission on Environmental Quality on June 13, 2024. The bill requires the district's board to dissolve the district within 60 days of the Act's effective date, with a special provision for districts with outstanding bonded indebtedness. If the district has existing bonds, it will remain operational solely to wind up its operations and repay or defease its bonded indebtedness as quickly as possible. The board must use all available district funds to accomplish these goals. The Act includes an expiration date of September 1, 2027, and will take effect immediately if it receives a two-thirds vote from both legislative houses; otherwise, it will take effect on September 1, 2025. The bill also confirms that all required legal notices have been published and that the necessary government agencies (including the Texas Commission on Environmental Quality) have been notified and have filed their recommendations as required by state law.
