This bill authorizes the creation of a special license plate to support the Arkansas EMS Foundation and repeals the existing special license plate for the Grand Lodge of Arkansas. Under the new provision, the Department of Finance and Administration will design a special license plate in consultation with the Arkansas EMS Foundation. Vehicle owners can obtain this plate by paying the standard vehicle registration fee, a $25 design-use contribution (which will be remitted monthly to the Arkansas EMS Foundation), and a $10 handling and administrative fee. The plate will be numbered consecutively and can be renewed annually following the same fee structure. The bill eliminates the previous special license plate for the Grand Lodge of Arkansas, which previously required members to present a current dues card from the Masonic Lodge. The $25 design-use contribution for the new EMS Foundation plate is specifically intended to promote and support the foundation's work, while the $10 administrative fee will be deposited into the State Central Services Fund for the Revenue Division's benefit.
