First, it mandates a comprehensive online quality rating system for risk-based provider organizations (RBPOs), requiring them to publicly display ratings based on 9 detailed performance measures, including service delivery times, care coordinator caseloads, member satisfaction surveys, follow-up care rates, and complaint incidences. Second, the bill requires RBPOs to provide real-time, up-to-date online provider network directories that must be refreshed annually and quickly updated when provider statuses change, enabling enrollees to make more informed healthcare choices. Third, the bill establishes a dedicated beneficiary support system within the Department of Human Services, which will be staffed to help enrollees access information about RBPOs, including support with open enrollment, choice counseling, understanding quality ratings, and informally resolving issues between enrollees and organizations. The bill will take effect on January 1, 2026, and allows the Department of Human Services to develop implementing rules, with the ultimate goal of empowering Medicaid beneficiaries with more comprehensive and accessible information about their healthcare options.
