This bill establishes a three-year remote maternal health services pilot program for Medicaid recipients during fiscal years 2025-2026, 2026-2027, and 2027-2028. The program will provide remote maternal health services using digital technologies and medical devices like remote non-stress test, ultrasound, and doppler effect technologies that securely transmit patient health data to healthcare providers. Eligible Medicaid recipients must be pregnant and meet specific criteria, such as having higher-risk pregnancy factors (including existing health conditions, age, lifestyle factors, or pregnancy complications), living in a county without a local Medicaid-participating obstetrician/gynecologist, or experiencing challenges accessing consistent obstetrical care due to transportation, childcare, employment, or socioeconomic issues. The program will cover medically necessary remote maternal health services for up to 12 months postpartum and provide payment to healthcare providers who offer these services. All remote technologies must comply with HIPAA privacy regulations and be FDA-approved, ensuring patient data protection and medical device safety.
