This bill establishes a new type of distinctive vehicle license plate that will honor recipients of the Girl Scout Gold Award, which is the highest achievement in Girl Scouting. Residents of New York can request these specialized plates by filing an application with the state's motor vehicle commissioner, who will design the plate in consultation with the Girl Scouts of the United States of America. To obtain the plate, individuals will need to pay the standard vehicle registration fee plus a one-time initial service charge of $25. Before the plates can be produced and issued, the bill requires either a $6,000 surety bond from an authorized surety company or proof of at least 200 pre-orders for the plate. If 200 or more plates are sold within two years of becoming available, the bond requirement will be discontinued. The service charges collected will be deposited into a special fund used for designing, producing, advertising, and distributing distinctive license plates. The bill will take effect immediately, with the actual plate program beginning 180 days after the law is enacted.
