This resolution establishes the procedural rules for considering H.R. 185, a bill related to responsible policies, in the House of Representatives. The resolution waives all points of order against the bill's consideration and automatically adopts a substitute amendment. It limits debate to one hour, equally divided between the Rules Committee chair and ranking minority member, and allows only one motion to recommit (send the bill back to committee).
