This bill authorizes the commissioner of administration to lease approximately 8 acres of state-owned water bottom land located in the Laketown area of Jefferson Parish, north of Kenner on the south shore of Lake Pontchartrain, to the Kenner Laketown Area Development Corporation. The lease can extend up to 99 years and explicitly excludes mineral rights, meaning the state will retain ownership of any potential mineral resources on or under the property. The commissioner is empowered to negotiate and execute lease agreements with terms and conditions that are proportionate to the property's appraised value. The bill provides flexibility by allowing the commissioner to enter into necessary agreements and documents to effectuate the lease, notwithstanding any other existing legal provisions that might otherwise restrict such a transaction. The bill will become effective upon the governor's signature or after the standard legislative waiting period, and if vetoed and subsequently approved by the legislature, it will take effect the day after such approval.
