This bill establishes the "Responsible Renewable Energy Recycling Act," which requires manufacturers of solar panels, wind turbines, and batteries to create comprehensive collection and recycling programs for these renewable energy products when they are taken out of service. The bill mandates that manufacturers must develop and maintain collection systems, establish educational outreach efforts, create publicly accessible websites with information about recycling, and submit annual reports to the state department detailing their collection efforts. Manufacturers must compile lists of wholesalers, create systems to collect and transport out-of-service equipment, and provide educational materials to contractors and consumers. The law applies to solar panels (starting July 2027), wind turbines (starting July 2025), and batteries (starting July 2025), and prohibits manufacturers from selling these products unless they participate in a collection program or receive a waiver. Wholesalers and retailers are also required to only sell products from manufacturers listed on the department's website. Additionally, the bill includes strict disposal prohibitions, preventing transporters and facility operators from disposing of these materials in landfills or incinerators. The act is set to expire on January 1, 2035, with the state department required to submit a report by November 2029 evaluating the effectiveness of these collection programs.
