The existing law had previously required public entities to use shielded lighting fixtures, mandated that electric utilities offer shielded lighting service options, established rules for mercury-containing light bulb disposal, and included various exemptions for specific types of lighting and facilities. With this bill's passage, these regulations would be completely removed from Arkansas state law, effectively ending the state's previous regulatory approach to outdoor lighting and light pollution.
