This bill aims to increase transparency in local government spending by requiring all local government invoices to be itemized and publicly accessible. Specifically, local governments must disclose details such as the payee, amount paid, items or services purchased, and performance dates for each invoice. These invoices must be published on the local government's website, with quarterly updates, and be fully unredacted unless specific legal exceptions apply. For projects, services, or goods purchased using tax dollars, governments must also provide links to the top three bids, which must similarly be unredacted. If a local government does not have a website, they must keep physical copies of quarterly paid invoices available for public viewing at their administrative offices. The bill will become effective on July 1, 2025, and will apply to invoices paid on or after that date, giving local governments time to prepare for the new transparency requirements. This legislation is designed to promote accountability and allow citizens to more easily track how their tax dollars are being spent.
