This bill requires health care facilities licensed under Article 28 of the public health law to develop comprehensive workplace violence prevention plans, starting January 1, 2026. These plans must be created in consultation with employees and any recognized collective bargaining representatives. The plans need to include three key components: (1) a facility safety and security assessment that evaluates risks related to facility layout, staffing, local crime rates, and existing training and protective measures; (2) specific policies aimed at addressing and reducing the identified risks, which may involve training, increased staffing and security, and facility modifications; and (3) protocols for reporting violent incidents to facility security, administration, local law enforcement, and the state department. Facilities must update these plans annually and make them available upon request to employees and the department. The goal of the legislation is to proactively identify and mitigate potential workplace violence risks in health care settings, thereby enhancing safety for both employees and patients.
