This bill amends the real property law to require landlords of multiple dwellings to provide written updates to all tenants if a common area or amenity (such as elevators, laundry rooms, or building entrances) is out of service for more than seven consecutive days. The landlord must post notices in a conspicuous location within the building and distribute updates through at least one additional method like email, a building management portal, or text alert. Each notice must include a description of why the area is out of service, the current repair status, an estimated timeline for restoration, and contact information for the landlord or their agent. If a landlord fails to comply with these notification requirements, they can be subject to a civil penalty of up to $1,000 per week of non-compliance, which would be enforced by the relevant municipal housing agency. The bill is designed to improve communication between landlords and tenants about service interruptions that may significantly impact residents' daily lives. The law will take effect 60 days after it is officially enacted.
