This bill amends the education law to establish more specific requirements for heating, ventilation, and air conditioning (HVAC) system assessments in building condition surveys for school districts seeking grant eligibility. The bill requires that HVAC assessments be completed by one of three qualified parties: (1) a certified testing, adjusting, and balancing (TAB) technician, (2) a workforce where at least 60% of construction workers are registered in an apprenticeship program under the supervision of a certified TAB technician, or (3) a person certified to perform ventilation verification assessments from an organization accredited under the ISO/IEC 17024 Personnel Certification standard. The assessment report must include detailed information based on sample ventilation verification test sheets from the American Society of Heating, Refrigeration and Air Conditioning Engineers (ASHRAE) Technical Committee 9.7's 2023 publication. The bill authorizes the commissioner of education to enter into contracts with qualified professionals to conduct these surveys, develop guidelines, and create regulations to implement these new requirements, ultimately aimed at improving the quality and consistency of HVAC system assessments in school buildings.
