The bill requires the state commissioner to complete certification applications within 45 days and maintains existing requirements for ACT teams, including meeting standards for team composition, service delivery, administrative capabilities, record-keeping, Medicaid enrollment, and quality assurance. The bill preserves the commissioner's authority to decertify an ACT team with cause if it fails to meet clinical or administrative standards, with a right of appeal. The legislation also maintains the existing three-year recertification requirement and ensures that ACT teams continue to be evaluated using nationally recognized fidelity assessment tools approved by the commissioner.
