This bill amends South Carolina law to provide municipalities with the option to allow municipal court judges to participate in the Police Officers Retirement System (PORS) instead of the South Carolina Retirement System (SCRS), effective after December 31, 2025. From July 1, 2025, to January 1, 2026, municipal judges will have a special opportunity to transfer their credited service from SCRS to PORS by paying the accumulated employer and employee contributions, plus an additional five percent of their annual salary for each year of service. After January 1, 2026, judges can transfer their service according to existing transfer provisions. This legislation gives municipal court judges more flexibility in choosing their retirement system and provides a specific window for transitioning between retirement plans with specific financial conditions. The bill will take effect upon the Governor's approval, allowing municipalities to decide whether to offer their municipal court judges the option of joining the Police Officers Retirement System.
