This bill amends Minnesota's substance use disorder treatment provider regulations by requiring various types of treatment programs to enroll in a substance use disorder demonstration project with specific deadlines. Specifically, nonresidential substance use disorder treatment programs must enroll by January 1, 2025, residential treatment programs must enroll by January 1, 2024, and withdrawal management programs must also enroll by January 1, 2024. Out-of-state residential treatment programs are likewise required to enroll by January 1, 2024. The bill introduces a new requirement for Tribally licensed residential treatment programs to enroll in the demonstration project by January 1, 2028, whereas previously these programs could elect to participate voluntarily. Programs that do not meet these enrollment requirements will be ineligible for payment for services under a specific section of state law. The bill also allows providers who enrolled before July 1, 2021, to receive rate enhancements if they took meaningful steps toward meeting demonstration project requirements, and gives the commissioner of human services the authority to recoup any rate enhancements paid to providers who ultimately fail to meet the requirements.
