Bill Summary

AN ACT TO ALLOW PHARMACISTS TO TEST AND TREAT FOR CERTAIN ILLNESSES WITH CERTAIN MEDICATIONS APPROVED BY THE BOARD OF PHARMACY, TO PROVIDE FOR FAIR AND EQUITABLE REIMBURSEMENT OF HEALTH CARE SERVICES OR PROCEDURES THAT ARE PERFORMED BY A PHARMACIST WITHIN THAT PHARMACIST'S SCOPE OF PRACTICE AND THAT ARE EQUIVALENT TO SERVICES PERFORMED BY OTHER HEALTH CARE PROFESSIONALS, AND TO APPROPRIATE FUNDS TO THE DEPARTMENT OF INSURANCE.

AI Summary

This bill expands the scope of practice for pharmacists in North Carolina by allowing them to perform CLIA-waived tests (simple, FDA-approved laboratory tests) and provide limited medical treatment for specific conditions like influenza, COVID-19, and strep throat, in accordance with statewide protocols. The bill prohibits pharmacists from treating conditions with controlled substances and requires the State Health Director to develop specific guidelines for implementing these new services. Additionally, the bill mandates that health insurance plans cover healthcare services provided by pharmacists if those services would be covered when performed by other healthcare providers, ensuring fair reimbursement. The bill also requires insurers to accept credentialing for pharmacists employed by or contracted with healthcare facilities and applies these requirements to third-party administrators and pharmacy benefits managers. The new provisions will take effect on October 1, 2025, and aim to increase patient access to healthcare services by expanding the role of pharmacists in diagnosing and treating certain health conditions.
