Following the report, the Pennsylvania Public Utility Commission must establish a method for determining minimum driver payments, considering ride duration, driver expenses, vehicle utilization, and income adequacy. The Commission will also evaluate whether establishing a minimum fare rate would address problems identified in the study, potentially considering factors like vehicle type, ride category, and location. If implemented, minimum fare rates would be periodically reviewed to ensure they achieve their intended purpose. The bill aims to provide more transparency and potentially improve working conditions for transportation network company drivers.
