This bill, known as the Foster Youth Higher Education Preparation and Support Act of 2012, aims to provide comprehensive support and outreach services to current and former foster youth attending public colleges and universities in California, with the goal of helping them succeed in higher education. The California State University (CSU) is required to establish these programs, while the California Community Colleges and the University of California are requested to do so. These services will include financial aid counseling, assistance with academic planning and enrollment, support for transitioning to college, referrals to tutoring and learning resources, career counseling, provision of year-round housing, and priority registration for eligible foster youth. Additionally, the bill mandates that the State Department of Social Services will annually inform foster youth aged 13 and older, and their caregivers, about the educational support available to them under this act.
