This bill appropriates $1 million from the general fund and $2.5 million from the workforce development fund in both fiscal years 2026 and 2027 to the Minnesota Initiative Foundations (MIFs) for regional child care planning and programming. The funding, which continues at $1 million from the general fund in fiscal year 2028 and subsequent years, is designed to support rural communities in addressing child care challenges. Specifically, the MIFs are required to: (1) facilitate community planning processes to develop action plans for sustaining and increasing quality child care; (2) engage private sector investors to support these plans and economic development; (3) provide training and technical assistance to rural business owners to help child care businesses stabilize operations and improve their financial sustainability; and (4) recruit child care programs to participate in quality rating and improvement measurement programs, including providing low-cost training, professional development, and coaching to help providers obtain quality ratings. The appropriation is available until June 30, 2031, and aims to support economic development by addressing child care infrastructure and quality in rural Minnesota.
