This bill directs the Minnesota Commissioner of Health to conduct a comprehensive feasibility study for creating a state-run web platform specifically designed for seniors. The proposed platform would serve as a centralized digital hub that enables seniors to interact with various service providers, including health care providers, insurers, and state agencies, through a single sign-on system. Key functionalities would include scheduling appointments, direct communication with providers and insurers, and accessing different systems seamlessly. The study requires broad consultation with stakeholders such as the state's chief information officer, technology experts, the Minnesota Board on Aging, the attorney general, health insurance providers, human services officials, health care and aging services providers, senior advocates, and members of the public aged 50 and older. The feasibility study must specifically evaluate the platform's required capabilities, creation costs, and ongoing maintenance expenses. The commissioner is mandated to present the study's findings to the chairs and ranking minority members of legislative committees responsible for health care and senior-related issues by February 1, 2026. Importantly, the proposed platform would be optional for providers and would be funded through fees paid by participating providers.
